19.Scheduled date for commencing the contract:1.12.2017.

20.Initial deadline for implementation of the tasks:32 months.

21.Selection criteria:The following selection criteria will apply to candidates. Should an application be submitted by a consortium, these selection criteria will apply to the consortium as a whole, unless stated otherwise. The selection criteria will apply neither to natural persons nor single-member companies if they are subcontractors.1) Candidate"s economic and financial capacity (based on section 3 of the application form). If the candidate is a public body, equivalent information must be submitted. The reference period that will be taken into consideration corresponds to the last 3 years for which accounts have been closed:Criteria for natural persons and legal entities:1. the candidate"s average annual turnover must exceed the annualised maximum budget for the contract, i.e. the maximum budget stated in the contract notice divided by the initial contract duration in years, where this exceeds 1 year; and2. the overall liquidity ratio (assets available/outstanding liabilities) must be at least 1.2) Candidate"s professional capacity (based on sections 4 and 5 of the application form). The reference period that will be taken into consideration corresponds to the 5 years prior to the deadline for submission of applications:Criteria for natural persons and legal entities:1. the candidate must have appropriate professional qualifications for this contract, particularly in the fields of management as well as institutional capacity building and training; and2. at least 3 experts must be currently working for the candidate in fields related to this contract.3) Candidate"s technical capacity (based on sections 5 and 6 of the application form). The reference period that will be taken into consideration corresponds to the 5 years prior to the deadline for submission of applications:Criteria for natural persons and legal entities:1. the candidate must have provided services under at least 1 contract with a budget of at least that of this contract. Said contract must have been in the field of institutional capacity building and support and development aid, and have been carried out at any time during the reference period (2012–2016). This means that the project to which the candidate refers could have been started or completed at any time during the given period, but it does not necessarily have to have been started or completed during that period, nor implemented during the entire period. Candidates or tenderers may refer to projects completed during the reference period (even though they may have begun earlier) or projects which are still ongoing. In the first case, the project will be viewed as a whole if adequate proof of service provision is provided (declaration or certificate from the entity which awarded the contract, proof of final payment). In the event of ongoing projects, only the part which has been satisfactorily completed during the reference period will be taken into consideration, even though said projects may have begun earlier. This part must be supported by documentary evidence (in a similar manner to the completed projects), with details of its value. If a candidate/tenderer has carried out the project as part of a consortium, the percentage that the candidate/tenderer successfully carried out must be clearly stated in the documentary evidence, together with a description of the nature of the services provided, and whether the selection criteria with respect to relevance of experience were used.An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary for contract performance, for example by producing an undertaking on the part of those entities to place such resources at its disposal. Such entities, e.g. the parent company of the economic operator, must respect the same eligibility rules, in particular regarding nationality, and comply with the same relevant selection criteria as the economic operator. With regard to the technical and professional criteria, an economic operator may rely on the capacities of other entities when they carry out the works or provide the services for which these capacities are required. With regard to the economic and financial criteria, the entities on whose capacities the tenderer relies shall be jointly and severally liable for contract performance. If more than 8 eligible candidates meet the above selection criteria, their strengths and weaknesses will be re-examined in order to determine the 8 best applications. Only the following factors will be considered in this re-examination:1) the most projects meeting criterion 3.1;2) the highest value of projects meeting criterion 3.1;3) the number of contracts in the field of support for the offices of the EDF National Authorising Officer.
